Protesta social: participación, tensiones y necesidad de un abordaje dialógico
La protesta social constituye una herramienta clave para garantizar la participación de la sociedad en los asuntos públicos, a la vez que presenta dimensiones vinculadas al nervio democrático de la Constitución. Por ello, las tensiones en torno a las protestas sociales exigen un actuar prudente y democrático del Estado, que vea en ellas no una amenaza sino una oportunidad de diálogo y construcción política participativa. El Estado debe garantizar el ejercicio del derecho a la protesta social y procurar generar espacios dialógicos con todos los involucrados, que sirvan para garantizar la participación y la pacificación de la sociedad. El presente trabajo analiza estas cuestiones y brinda algunas ideas para gestionar la conflictividad social vinculada a las protestas sociales, de manera que se promueva la construcción de sociedades inclusivas, participativas y democráticas.

Social protest: Participation, tensions and the need for a dialogical approach
Social protest constitutes a key tool for guaranteeing the participation of society in public affairs, while at the same time presenting dimensions linked to the democratic nerve of the Constitution. Therefore, the tensions around social protests call for prudent and democratic state action that sees such protests not as a threat, but rather as an opportunity for dialogue and participatory political construction. The state must guarantee the exercise of the right to social protest and seek to generate dialogical spaces with all those involved in order to guarantee the participation and pacification of society. This work analyzes these issues and attempts to provide some ideas for managing social conflict linked to social protests, in order to promote the construction of inclusive, participatory and democratic societies.

Sozialer Protest: Mitwirkung, Spannungen und die Notwendigkeit eines dialogbasierten Ansatzes
Sozialer Protest ist ein Schlüsselinstrument zur Sicherstellung der gesellschaftlichen Mitwirkung an den öffentlichen Angelegenheiten, wobei einige seiner Dimensionen den demokratischen Nerv der Verfassung berühren. Deshalb machen die Spannungen, die die sozialen Proteste begleiten, ein umsichtiges, demokratisches Vorgehen des Staates erforderlich; er sollte darin keine Bedrohung sehen, sondern vielmehr eine Gelegenheit zum Dialog und zum partizipativen politischen Aufbau. Der Staat hat die Ausübung des Rechts auf sozialen Protest zu garantieren und für die Schaffung von Räumen für den Dialog mit allen Beteiligten zu sorgen, die die Mitwirkung und Befriedung der Gesellschaft sicherstellen. Die vorliegende Arbeit geht auf diese Fragen ein und versucht, Ideen für den Umgang mit der mit den sozialen Protesten zusammenhängenden gesellschaftlichen Konfliktivität vorzulegen, um so einen Beitrag zum Aufbau inklusiver, partizipativer und demokratischer Gesellschaften zu leisten.
